In this way, BAS will produce and manage the intra-regional Mandela
common currency platform which enables every African nation to make
and receive intra-regional external payments in its own currency, as BGS,
in concert with BAS, will produce and manage the inter-regional common
currency platform which will enable every African nation to use the
Mandela convertibility window to make and receive inter-regional external
payments in its currency as well. Therefore, the Mandela is no mean
common currency .It is , indeed, the monetary anchor for the rainbow
integral human development of Mother Africa.
So, every popular sovereignty BRS, like the BAS, seeks to create
market balance , for each of the seven regions of the globe, in the inter-
regional and intra-regional flows of men, materials and money. And, in the
particular case of BAS we, veritably, see at work the communitarian
phenomenon of a regional Exodus and equal opportunity bank whose
assignment is to repatriate, in security and comfort, all willing African
exiles of the Diaspora back to their DNA-Map-certified ancestral lands in
Africa and, also, to provide the rainbow residents of the African nations
with the private sector built, operated and maintained social, market and
physical infrastructures for their rainbow integral human development.
And, three, what must the black nations of Africa do of an internal
paradigm shift in currency market management in order to make every
resident and returnee rainbow African, anywhere in homeland Africa, to
always know and feel that life is worth living and that, from the cradle to
the grave, he or she is provided with the social and material requirements
and inputs for a life that is lived in an atmosphere of bonhomie and
agape and which is, thus, rid of rancour, envy and jealousy?
The current Euro-American financial crisis ,as indicated above, heralds a
regime change in the type of money that rules the globe of commerce and
industry. The old era of the Euro-dollar usury money of global black
enslavement and dehumanisation is making irreversible way for the new
era of the Mandela-type charity money for the liberation and restoration
of the black race. This is precisely why ,as sketched above, the Mandela-
type charity money will use the popular sovereignty BAS to rid the inter-
regional and intra-regional market structures of Africa of the black-man
enslaving center-periphery syndrome. So, what we now go on to see is
how the Mandela-and-BAS--linked charity money of each African nation
will use Bank for National Settlements, BNS, the popular sovereignty and
private-sector-led central bank of each African nation, to rid its internal
market structure of the black-man enslaving dual economy syndrome.
The fact of the matter is that as the emerging and inescapable
phenomenon of charity money begins to use BAS to banish the capitalist
phenomenon of the centre-periphery syndrome from the external market
structures of all African nations , so does it go on to produce an
increasing range and number of African economic refugees and
returnees from the center nations of Europe and North America to the
periphery nations of Africa. But, urban Africa is already bloated with the
rural –urban drift and streams of hapless and unruly labour which Euro-
American capitalism continues to spill-over into Africa’s urban jungles.
So, the rainbow integral human development of Africa requires that BAS
uses the market mechanism to de-congest the urban and sprawling
ghettoes of Lagos, Accra, Abidjan, Dakar, Kinshasa, Luanda, Harare,
Johannesburg, Maputo, Dar es Salaam, Nairobi, Kampala, Addis Ababa,
etc, and to then ruralise and villagise Africa’s structure of industrial work
in aid of the agro-allied and bounteous growth of local content all over
Mother Africa. And this is what BAS will do by using its African national
off-shoots of BNS to promote and fund the Africa-wide ICT network of
back-to-back stock and commodity exchanges which is the continental
electronic heart and backbone of the BAS economic agenda for the
rainbow integral human development of Africa.
For, the logic of the global industrial in-sourcing which goes with the
global regime of charity money is that each African nation must use the
Rural Industrialization Road-Map, RIROMAP, for the industrial
rehabilitation of its economic refugees and returnees. And what
RIROMAP will do in any African nation is to use charity money to take
private-sector-sponsored, eco-friendly and inclusionary social and
material development to meet with its people in the comfort of their rural
kin-based business communities.
RIROMAP, which is necessarily driven by a grass-roots network of micro-
finance banks, MFBs, and Ambulant Equity Banks, AEBs, is a rural stock
and commodity market development project which stands on two funding
policy pedestals. The one is the social funding policy pedestal whereby
the private-sector BNS, which is but the national Exodus and charity
banking off-shoot of BAS , provides, through the services of rural micro-
finance banks, the people of any African nation with life-long,
unconditional, standard and regular social and material care in their rural
areas of origin. And, the other is the industrial funding policy pedestal
whereby the private-sector BNS of any African nation, at the behest of its
regional BAS principal, promotes and funds, through MFBs and AEBs,
agricultural and agro-allied job and business opportunities for Africans in
their kin-based rural catchment areas.
RIROMAP, which has an illustrious economic policy and Biblical ancestry
in the economic reconstruction and restoration work of Governor Joseph
in Old Egypt, Genesis 41: 48-49; 47: 13-26, is, thus, the micro-finance-
bank and ambulant-equity-bank -anchored, country-wide and electronic
stock and commodity market network for the integral human development
of each African nation.
So, in sum, it is written that charity money of care and compassion will
soon begin to use the BAS-linked BNS of each African nation, with its
associated RIROMAP, to promote and fund the rainbow integral human
development of post-slavery Africa in three steps follows.
First, it will empower every child, adult and senior citizen of rural Africa
with a regular package of the Citizen Wage which will give to every
rainbow African, adequate food, health, shelter and other forms of
security to life and limb from the cradle to the grave. This is the social
funding policy pedestal of RIROMAP.
Second, it will empower every able-bodied adult of rural Africa to
engage in meaningful and rewarding work under the communitarian
business canopy of his or her close rural kin group. This is the industrial
funding policy pedestal of RIROMAP. In this regard, the business any
African pursues must be for the common good of his or her immediate
community of kith and kin.
And, third , it will create a pan-African level-ground and grassroots
electronic market network of rural warehousing complexes of stock and
commodity exchanges for incubating and promoting rural entrepreneurs
and industrialists through the ready provision, by BAS-linked BNSs, at the
rural stock exchanges, of risk-capital for business start-ups, business
operations and business expansions and through the ready access, at
the rural warehouses and commodity exchanges, to spot and forward
commodity markets for African agricultural and agro-allied products.
The Euro-American economics of usury, capitalism and slavery has,
over the past five centuries, consistently denied mercy, charity, care,
compassion and humanity to the African as it has gone on and on to rob
Africa of its bounteous resources. However, this Euro-American
economics for the global enslavement and dissipation of the energies
and peoples of Africa has run its full course of infamy and has , by divine
providence, now lost all of its avaricious momentum. And , in its place, the
post-slavery global economics of charity, care, compassion and right-is-
might , in its emerging due and appointed season, is now poised to give to
the black race of Africa, and to the rainbow humanity of the globe at
large, the long-awaited Jesus-era of the global justice and peace of
integral human development.
